The European Commission against Racism and Intolerance (ECRI), an independent human rights monitoring body specialised in questions relating to discrimination on the grounds of origin, religion, sexual orientation and gender identity, recently published its sixth report on Monaco.*
In the report, the ECRI once again calls on the Monegasque authorities to pass legislation governing the fight against all forms of discrimination, thereby adding its voice to the High Commissioner’s repeated requests for Monaco’s law-makers to consider enacting a general framework that defines and prohibits the different forms of discrimination.
Among its specific recommendations, for which the ECRI requests priority implementation from the authorities – in other words, for which a process of interim follow-up will be conducted within a maximum of two years – the ECRI would like to see the High Commissioner’s powers of inquiry strengthened, enabling the institution to obtain the information it needs for its inquiries within a set timeframe. In effect, as the High Commissioner emphasised in the 2016 Annual Report, excessive delays in responding to some case notifications are likely to jeopardise the proper performance of the High Commissioner’s role in service of the public.
ECRI publishes sixth report on Monaco
