The Council of Europe’s Istanbul Convention was ratified by Monaco on 7 October 2014. It aims to prevent violence against women and domestic violence. As part of the process of monitoring States Parties to the Convention, a delegation from GREVIO, the specialist independent body responsible for overseeing the Convention’s implementation, visited the Principality in December 2016.
GREVIO carries out its work by conducting interviews with key national stakeholders, and was therefore keen to visit the High Commissioner, which is an independent institution for the protection of rights and liberties and, as such, the main interlocutor for international human rights bodies.
After a general presentation about the institution, the meeting focused particularly on the opportunities available for the High Commissioner to intervene on gender equality issues, actual cases relating to gender discrimination in the workplace referred to the High Commissioner, and the specific problems identified by the High Commissioner as liable to constitute, for women, barriers to escaping domestic violence, for example rights to social security benefits for those who do not work.
